What is HE ELCA?

The Higher Education English Language Carnival (HE ELCa), involving 20 public universities and four Government-Linked Universities (GLUs), is an annual event organised by selected host institutions in collaboration with the Academic Excellence Division, Department of Higher Education (JPT). Aligned with the aspirations of the English Language Education Reform in Malaysia: The Roadmap 2015–2025, the programme aims to enhance students’ English language proficiency prior to graduation, with the objective of achieving at least one level higher in the Malaysian University English Test (MUET) than their entry level.

History

HE ELCa was first initiated and organised by Universiti Utara Malaysia (UUM) in 2017. Since then, it has grown into one of the most anticipated events of the year. Each year, a different university takes the stage to carry the torch, creating exciting and unforgettable moments.

From its humble beginnings to its celebrated status today, HE ELCa continues to inspire and unite universities across Malaysia.

Participants

Students from public universities/GLU with MUET 3.5 below / other equivalent English Proficiency Test, eg: IELTS / TOEFL (B1 and below).

The Future is AI: Innovate, Communicate & Sustain!

The theme The Future is AI: Innovate, Communicate & Sustain reflects HEELCa 25’s vision to connect English learning with the realities of a rapidly evolving world. Innovate highlights AI’s role in transforming education and inspiring creative approaches such as gamified learning and adaptive platforms. Communicate underscores English as the global language of AI, enabling collaboration, research, and new modes of expression in the digital era. Sustain points to the responsible use of AI to address environmental, social, and economic challenges, ensuring progress benefits all. This forward-looking theme not only mirrors global trends but also invites participation across disciplines, sparking curiosity and engagement among students from diverse fields.
