HE ELCa 2025 (Higher Education English Language Carnival) is a national event bringing together 20 public universities and government-linked universities in Malaysia.
It celebrates English, technology, and creativity—this year with a focus on Artificial Intelligence (AI) through the theme "The Future is AI: Innovate, Communicate & Sustain!".
The main event will take place on 13 December 2025 at Universiti Sains Malaysia, Penang, with some competitions held online beforehand.
Students with MUET Band 3.5 or below (or CEFR B1 and below: IELTS/TOEFL equivalent) who are diploma or undergraduate students from participating public universities or GLUs.
Yes, as long as they meet the English proficiency requirements.
No, you can choose one or more competitions.
Yes, universities can assign student mentors to guide participants.

No, mentors focus solely on training.
There are two key deadlines:
- 19 Nov 2025 – Submission of all Online Competitions (Spoken Word Poetry, Futurescapes AI Storytelling, Virtual Eco-Avatar , AI VidResume).
- 30 Nov 2025 – Submission of Tech App Booth & Confirmation of Attendance on Google Form.
